A person who mindlessly succumbs to whatever induced trend the designers and tastemakers have decided to foist upon us this season.
At least, that's my interpretation.

Basically, it comes from an "American term" meaning, a fashion police has spotted a victim of wearing the wrong clothes.

Someone who has to stay up on every trend in the fashion industry, usually someone who goes out and buys new clothes all the time because they "have nothing to wear", or everything in their closet is "so last season".

It is someone who goes rushing out to the store to buy the most trendy up to date fashions, just because they are trendy. They have no personal sense of style and add no personality or induviduality to their look. Most of the time they look outright ridiculous becauase they try too hard to be trendy!

A person who only wears what they wear because it's in fashion, not because they necessarily like it or because it's their personal style. Typically, these people will get rid of a piece of clothing as soon as it's no longer "in style."
