See...it depends what you mean by "world"
Do you mean what shapes the world's thinking, as in people's thinking in general?
If so, then it would be by concepts.
If you think about it....concepts are based on fact or common thought. Well...metaphor is based on fact, thought, anything like that. Imagination is based on what a person has been exposed to.....concepts, life, anything like that. Symbols are made from what people deem as important based on common thinking, concepts, facts, everything like that. So, basically, everything stems from concepts, facts, things like that.

First by world I am going to assume you mean humanity as it could mean many other things. I believe the world has formulated itself by symboligy and the power and control it has over humans.

Concepts and Imagination are individual experiences and thus can only effect a singularity.

Lastly, I do give some credit that the world itself and the intention of our existence is to be formulated as a metaphor. Life teaches how to live.

The philosophically formulated world is totally within the thinker's mind. So, imagination, concepts, metaphor, and symbol are all part.

philosophy attempts to explain the world (or inter/extra worldly notions) the world is not subject to philosopy's random dogma, ravings, or ideas and most philosophers have different approaches in "formulating the world" to paraphrase you. there is no one rule fit all here.
