I'd say probably not. However, working in a local library I know that we will lock someone out of being able to check out books after they've reached $10.00 in fines. If someone has $10.00 and they give us a penny then they're reduced to $9.99 and can check out.
If a book, tape, DVD or any other item is a certain amount of time overdue, then we push the fines up to the value of the items and assume they're lost. I once saw over $100.00 in fines, but then the person turned the items in and the fine was reduce to less than $20.00 and no longer assumed lost
The only time we get the law involved when it comes to kids, is if unaccompanied minors have been left behind by [us ally neglectful] parents after we've closed. Then we call the police to come get the kids home. But, if the kid says that his/her parents are on the way, then we wait their with them until parents come.
