First of all, I would suggest pulling the mane instead of cutting it. Cutting the mane can make it very "choppy" looking. If you pull it, it will look more natural. Pulling a horse's mane does not hurt them, most horse's don't mind it at all, my horse gets annoyed by it sometimes but that's it. As far as length goes, it doesn't matter what length, you can just braid about an inch to an inch and a half (horizontally)and after braiding, you can tuck the braid up under itself and put a rubber band around that making it look like a little "bob".
Here is a website explaining how to pull a horse's mane:

I hope this helps, good luck!

It depends on what type of braid you're doing and what breed of horse. While you are supposed to pull a mane rather than cut, if the mane is really long sometimes it's easier to cut some of the length before you pull for the final result. And while it doesn't hurt a horse, most do get fidgety when you're near the top of their head. (Having them tied with a hay net to occupy them makes life much easier). For horses like Arabians that usually have long manes which are braided like a french-braid along the neck, pulling isn't necessary. If using rubber bands to bob the braids 5 to 6 inches is good. If you're using yarn to braid into the mane before tying it off, an inch more gives you room to tie the yarn securely with a little extra before you pull it under. Side note, if you're braiding for a show and don't have a lot of experience, practice BEFORE the day of the show. Even though the basic braids are simple, they can be time consuming and figuring how long it will take makes planning easier, and also gives you experience on making the braids look uniform. You'll be ready to turn on some tunes and get braiding.... good luck!

6-8 inches would be the most ideal if you really want to cut it. But since the horses mane is already ,naturally, sort of the same length and when you braid it, it will all look the same

You could try pulling the mane with a pulling comb before braiding, but it doesn't really matter how long it is before you braid. My horse has what I call a "mustang mane" that hangs below/past her neck. When I braid it, it looks very pretty, but I'm sure the length doesn't matter.

To get anice braid the mane should be maybe 6 inches below the neck -----from top of the head to the tip of the shoulder area.
