Belly dancing has been around for centuries in the Middle East. It originally started as a way to prepare the abdominals for the pains of labor, but evolved into an art form. Belly dancing did not begin as a dance of seduction, but was just a part of Middle Eastern culture. In Muslim society, men and women were often separated, and women would often dance in the company of friends to entertain them, not to seduce men.

whenever they want to. I didn't start bellydancing til I was 30 years old. My little girl started at age 4. You are never too old or too young to start dancing...

Do you mean historically? If you do, it is likely, that you will get a multitude of answers for that. Some say it started with the Gypsies, some say it started in India, some say it started in Arab nations. Who really knows...
