You can't really go wrong with an "Under-gravel" filter as they don't need a lot of maintenance, and do a pretty good job of keeping the bacteriological systems in balance. Betta's can live in pretty crappy water, but that's no reason to have them do that, so as others have said, it is more in line with the type of tank you have, and the type and quantity of fish you have.

This depends on the size of your tank.

If the tank is 5-10 gallons I would get a penguin mini. They are an excellent filter and very cheap.

you don't need a filter for a betta. My betta had never had a filter and it lived for 3yrs.

1-10 gallon filter, $7 at Wal-Mart, let it cylce 24 hrs, the betta will be great.

You need a filter based on tank size,not fish type. =)
