Spongebob was developed in 1999 after the end of "Hey Arnold!" Most producers from Hey Arnold! went to work on the Spongebob cast. Spongebob emerged during the Klasky-Csupo era of high-cost cartoons and failure of low-cost shows, like Spongebob. However, the good script-writing of Spongebob over-powered the crude animations. This heralded the end of Rugrats, and Nickelodeon bought more low-cost shows to , well, lower-costs. After the defeat of Rugrats, Spongebob was the main star. With the most air-time, it gained viewership and notoriety. After some well-planned advertisement, Spongebob is found in stores as DVD box sets, children's furniture, and even baby carrots. So I have to agree that Spongebob is a well-planned marketing ploy.

Spongebob came along at just the right time.
First off, Nicktoons was big with Rugrats and their other cartoons, while Disney was napping (no regular Mickey Mouse cartoonts) and Warner Bros. did the same with its stable of characters. They were both sleeping giants.
Spongebob came along and hit a cord and filled a void. He is child-like, yet he does adult things to (lives in his own home, has a job) this appeals to kids.
Lastly it is his color, simple bright yellow. You can see it a block away. Mickey Mouse is black and white and Bugs Bunny is a sorta grey, 'nuff said.

To answer your main question...
Actually the Teenage Mutant Ninja Turtles fever on the late 80's and 90's was bigger indeed that the spongebob marketing phenomenom, but it's amazing this one, too...
the ninja turtles were rockstars, made 3 movies, rocked on every space in the enterteinment industry...
spongebob is not the greatest ever, but still... amazing one, it is.

i guess its no different than the marketing plans used to popularize other mainstream items like:
- Dora the Explorer
- any gaming console to hit the market!
- BARBIE -that broad turned 50!!!!!!
