The legendary dogs will appear in the Kanto grass (not the sevii islands) after you get the national pookédex. They are exaactly like they were in Gold/Silver, running as soon as you see them. You only get to see one of the dogs, which is determined by what pokémon you started with at the beginning of the game...
If you chose Bulbasaur, you'll be tracking down Entei
If you chose Charmander, you'll be searching for Suicune
If you picked squirtle, you'll be chasing Raikou
You get the national pokédex after you beat the elite four. You also need at least 60 pokémon in your pokédex
