Does it mean that your have broken a vertebra or two? Also, is it possible to have a broken neck without cracking a vertebra or damage to the spinal cord? What else does it mean?

Broken vertebra is the bones in the neck, their broke. It is possible to brake your neck without it affecting the spinal cord. You would have to brake the vertebra to brake the neck. It can mean paralysis. You can either have paraplegia ( paralyzed from the waist down) or quadriplegia ( paralyzed from the neck down). A broken neck does not always result in paralysis some times it heals well with no neurological deficits some time there are some deficits. Deficits meaning, numbness in hands feet loss of sensation in an extremity loss of use of an extremity.

A person can break the vertebra/bones in the neck and not die. Depending on the intense of the break, they could be left paralyzed. Those who do instantly have damage to the spine cord as a result of the damage done from really bad breaks. I broke the C 5&6, both on top of a herniated disc and they used bone from my hip and metal to make the repairs

A broken neck means one or more of the vertebra are broken (they are the bones) This is serious as the sharp edges can damage the spinal cord and cause paralysis/death. If the injury is to the bones alone and it is treated properly in hospital a full recovery will usually result.
