There are so many different art styles that I will break my answers into the different styles in comics.
Superhero - Jack Kirby
Funny Animal - Carl Barks
Humor - Sergio Aragones
Independent (non-superhero) - Dave Simms
Underground - Gilbert Shelton
Golden Age - Jack Cole
Horror - Bernie Wrightston
War - Joe Kubert
Western - Joe Severin
Sci-Fi - Wally Wood
And the best of all, the all time greatest comic book (or as he preferred Sequential Art) artist - Will Eisner. Will Eisner is so well respected by other artists that they named the highest industry award after him. Ask almost any artist working in comics over the past 50 years and they will tell you he was the greatest of them all.

I'm a big Comic Book Fan as well as Collector and the best Artist in My opinion was Bob Layton the Penciler for Marvel who drew many of the Iron Man, X-Men, Fantastic Four, Spiderman, etc. Comics in the 80's. His style was very distinctive and had great detail. I taught Art Classes in High School and found a lot of the Student bringing in Comics were favoring Bob Layton's Art. I really believe that this is one of the reason I collected many of the Marvel titles.

Jeff Smith is my favorite so far. Alex Ross, Jim Lee, and Adam Kubert are awesome too.
