You can have a directors account. Directors account is absolutely free. go to this link http://www.youtube.com/director and fill the forms neatly and accurately so you get approved on 1st try. If your denied on your 1st try, you won't be a director anymore unless you create a new account.

I think you sign up for a regular account and in the welcome e-mail there will be an option to upgrade. That's how most sites work.
