Some companies offer equipment you plug in to your broadband connection allowing you to make voip calls. Some calls are free or inclusive but there is usually charges.

BT has Bt talk, orange has a talk service through their livebox.

There is also Jajah which connects your phone to another when you set the call up online. http://www.jajah.com

You can call someone with VOIP service simply by dialing their number.

If you're using dialup internet access, you can't make internet calls from your machine most of the time as dialup access doesn't have enough bandwidth for clear voice commumications. You'd need to get broadband access such as DSL to make those calls.
