they are at half "mast" for Pres Ford, not Saddam. BUT flags of people who feel like they should honor Saddam are at half mast because he was a leader of state, albeit a bad one, and it is the tradition worldwide to do so for any pres, monarch, or prime minister.

They are not at half mast for Saddam. They are that way because former President of the United States Gerald Ford passed away. He passed away last week. The flags were that way before Saddam was killed.
