People create their websites. People also turn-off their web sites. Also web sites fail because of bugs and/or for lack of adequate capacity planning.

Probably because the server is doing maintenance. In case of removal from the Net, it is probably because they closed the site.

Because they are suspended. Like that means that they are bad, well they have some cookies onit. alot of it.
