cats are just more independent than dogs.

Dogs cant roam in streets
1. They go near small children and they might do something to them and then the dog might bite
2. If u dont have a rabie shot ur dog it bites a kid or something it can be put down

Any town that has a leash-law ordinance also prohibits cats from roaming the streets, rabbits, turtles, etc. HOWEVER since cats are less likely to threaten/scare, etc. Animal Control usually doesnt come out on "loose cat" calls.
This is what I do---if anyone's cat is loose and in my yard, it will be trapped and turned over to Animal Control, name tag or not.
Let the owner pay the 50$ fine a few times and then they'll learn to keep their cat in the house.

Niether should be allowed to roam freely in the streets. People are cruel and too many of them get hurt. Most come into the shelters in horrible shape and the ones that are people's "outside" cats are usually not cared for either (bad mites, fleas, unneutered, worms, ect) The world is too dangerous and people are too sick for ANY domesticated animal to roam around

Cats really shouldnt be on the streets, but unlike dogs they are more likely to find there way back home. Not that dogs aren't smart but cat's learn how to come back home. Plus although cats can attack would you rather have a kitty attack you or a dog? Personally I'd rather have a cat attack me haha.

You pose a good question. I think it does have something to do with the fact that cats don't usually attack small children or other people. I keep my kitties indoors for the sole purpose of not having to scrape them off the street one day. Of course, I live in the city, but it still bothers me that people let their cats run wild. Freeways and streets are not kitty's friend. :-l

Cats shouldn't be able to roam freely either. In my area we can call the animal catcher on both species of animal. Cats are just as much of a nuisance, peeing on and killing vegetation, burying their crap (literally) in gardens and rummaging through trash cans.

If you mean, just in general, I don't know why people let their cats run free, probably because they are ignorant to the hazards outside cats face or they really don't care about their pets. If you mean according to your local animal control laws, that's a question for them to answer.

Cats don't knock over trashcans, dig up people's gardens, or eat other people's pets (unless they're dumb enough to let their rabbits or hamsters go free in the yard).

It's also almost impossible to walk a cat on a lead--mine hates the harness so much that he just lies down and refuses to either lead or follow me.

Because cat owners are more irresponsible. They never think about their cat eating poison or getting into fights or stolen or hit by a car.

I know it's seems very unfair but unfortunatley some dogs become very viscous and if they become a pack together they can be very deadley. Though it still is very unfair that's why. Also dogs breed alot and we could overpopulate with dogs which is not good.
