It means - that they are both, for some reason or another, happy!
Why they are smiling! Who they are smiling at exactly! is open to conjecture.
You paint a picture that is suggestive, but what you may not know that one or both wears an earpiece connected to either a phone or an MP3 player / radio and are listening to a comedy and or talking with someone through a mike you can't see.

It's a natural reaction that people do without thinking. You smile at somebody, they feel compelled to smile back as not to look rude. In other words, the guy you have a crush on doesnt like you.
