Necessity is the mother of invention. I believe being poor enables creativity to be unleashed. If you don't have financial means to buy anything you "want," then you can figure out another way to develop something similar.

The short answer: Creativity is a quality that can be developed. "Quality" and "development" are not mutually exclusive to one or the other so they can be both. That's what I think.
The long answer: Some people just have more natural talent than others but even though we don't always start at the same place from birth, we can always get better at anything if we try... Not all become Michelangelos or Mozarts but most can improve to be better than the average person who never dabbled in any form of creative art. If you make a conscious effort hone your creativity you will definitely improve just like with any other skill. It's all in your mind.
The creative answer: Are YOU creative?!? ;)

I think some people have a more "artistic" or creative bend than others, and they seem to be born with it. People are creative in different ways, as well. For instance, I think being a good cook and having the knack to use what's available to put together a wonderful, delicious meal is just just as creative as writing a poem or painting a picture.
I also believe we need to work at developing our talents and finding that "thing" - whatever it is - that gives us pleasure and we do well. It could be anything: art, music, writing, cooking, cleaning, decorating, speaking, acting, teaching children, etc.
Find your own creative bend and go with it!

Creativity is both a quality and something that can be developed. Someone could be born creative, but if they never develop their creativity, it may go away.

Not to sound braggy, but I think I'm creative. Here is why:
1. When most people say that their favorite color is pink, I'll say something like, "My favorite color is carnation."
2. At the most spontaneous moments, I'll get an idea for anything.
3. I can find lots of different ways to say one thing.
4. If I think I'm creative, I can be.
Creativity is usually something you're born with. But maybe one day, you'll discover your hidden creativity!

We are all creative. We all create every day, unfortunately we confuse creativity with the arts. While any of the so called creative arts are creative It is also true that even something as mundane as creating a sandwich is equally though differently creative.

I teach Jr. High art and I have seen kids who have had very limited exposure to creative expression, suddenly discover their creative side! Sometimes it is just buried and needs a little bit of encouragement to emerge again. Creativity means feeling free enough to take chances, not caring what anyone else might think. Fear blocks creativity!

creativity is your personal expression, everyone has a different version of creativity, something you may not see creative will captivate another. kind of like some people like reading others like movies, some person may say the book isn't creative because anyone can write, the other says the movie isn't creative because anyone can film. But if you create something, you are creative

If you're not a born creative, then you can become more creative by changing the way you think or by looking at life differently. I'm sure that doesn't come easily, though.
