I cleaned apartments for a living for a few years and I found this works: take them down, soak them in the bathtub with hot soapy water, you may have to use a cloth to remove hard stuck on dust but it's easier after they have soaked a while, drain the tub and refill with clear water, lift and dunk them repeatedly until all the soap is gone, hang them over the shower rod to dry or wipe them down a bit and hang them back up. If you do this once a month you never have to use a cloth, just soak, dunk and rinse.

I soak mine in the bathtub with either bleach or oxi-clean. Depends on if they are dusty, or filmy. The ones in the kitchen are IMPOSSIBLE to clean because of the coating the develop from cooking "fumes."

They also make those blind cleaner things. It isn't an easy job either course. If possible you could also hang them outside and use a pressure washer (or possibly a car wash thingie.)

If they're just dusty, use a blind brush - sort of soft flexible brush that attracts dust.

If they're dirty and need to be washed, take them down and, using coat hangers, hang them on the shower curtain rod in the tub. Use Formula 409 and a sponge to clean them, and rinse them in the shower.

Let them dry before rehanging.

Use the tub idea posted before... Put a towel in the bottom to avoid scratches, and use a towel draped over the side to hold as you bring up to wipe off. Hang over the rod to finish the drying.

A super easy way to clean them without taking the blinds down is to use an aerosol duster (like the kind used for computers).

take them down&put them in your tub.wash them while flat but unrolled.use any mild cleanser. if you have no tub,lay them on your lawn.spray them w/a hose to get wet.wash w/a cleanser.then rinse w/the hose again.that should do the trick.they will dry all the way after hanging for a few minutes.

My mom would put them in the bath tub and wash them by running water over them and scrubbing them with a brush or a washcloth. Good luck!

If it is nice outside take them down put them in your drive way and spray them down with a water hose, if you have small kids they will think that is wonderful. After you spray them and wipe them down hang them over a fence to dry.

Try closing them so that you cannot see through them. Then get a paper towel and some Windex and wipe the miniblinds down.

This should get the dust off.
