I am not sure what you are asking.HAYA is an African language, from Tanzania I think. Haia, I think is an American/Israeli singer/songwriter, who spends a lot of time in America and sings `soul` I can`t make the connection between this and Milosevic and Saddam. Can you please give some more information ?
