How about insincere giver? Like the scene in Donny Brascoe where two hoods give each other envelopes of money for Christmas presents, but one manages to "borrow" it back.

Since the term insults white people then I would assume it is not politically incorrect. The only words and phrases that are considered politically incorrect are ones that are terms of phrases for non-caucasions.
So, feel free to use the term Indian Giver all you want.

Well, it doesn't really insult native americans..it insults the US government because the US government was the entity that kept giving land to the Indians (Native Americans) and taking it away. But, I guess if you want a new word to mean person of dishonesty, dishonest intentions (gave it to you but taking it back) that could be
GLADES GIVER, because Florida and the government keeps stealing back parts of the everglades and giving it to anyone who has money. Or 360-giver. (for obviously reasons...turning back 360 degrees). Or just "louse".

Unsportsmanlike or unsporting might be a legitimate synonym. I also think insincere or selfish would work. I believe the main point that is being made by the phrase is taking something back that you have previously given, therefore you would be selfish and insincere. I hope that was helpful.
