I had the same problem before and I also don't like the smell of bleach. So I regrout the tiles and they are now clean. The floor looks new too!
I bought the grout solution at home depot for less than $20. For that price you can achieve a clean and new looking floor.

Cream cleaner. You can buy it in any supermarket. It's normally used for cleaning baths, etc, but I use it to clean grout and it works just as well. You just wipe it on, leave it, then wipe away again. Also, if your floors are white, lemon juice is great, but if they have any colour, DON'T use this as it will bleach the colour out, where sometimes "real" bleach dosen't. Lemon juice is a natural bleach and smells good too. If you wipe it away fast enough it won't bleach the colour (supposedly) but personally I wouldn't chance it, having made that mistake already!

Try the Bleach Pens they have. I have tile in my bathroom and it works great, but make sure you rinse it very well.
