Depends on the child's maturity, and it also depends more on the movie than the rating. I have seen some very mild R movies that could have easily been PG-13 (like The King's Speech- totally AWESOME movie and the only reason it was rated R was because of some F-words, which all kids hear at school anyway!), and also some PG-13 movies that probably should have been R because they were extremely violent or had very explicit sexual content.

Its 17 but it all depends on how liberal your cinema is. For instance, most art house cinemas really could care less about your age when seeing an R-rated movie.
