I do not know which state for sure, but I know it will be on the East Coast, due to the time difference all over the United States.
If I had to take a guess I would say it will be in NYC. They have the most people on the East Coast, and therefore the greatest chance of having the first child.
Cool question. Also I think it will be a boy, because we are a nation at war, and I do not see it changing that way for quite a while.

It will be an eastern seaboard state because the new year happens there first. I'm going to say somewhere in the New York City metropolitan area. Boy or Girl? Are you just fishing, there's no way to scientifically guess that.
Of course I would say the first child has already been born in a US possession because of all our consulates.

State of New York (largest population). Girl, higher probability since they out number guys (not sure if that is true at birth or just overall mortality). Fun question.
