It just means sometimes people see what they want to see, instead of what is really there.
And sometimes it means just that, each person has a different idea of what beauty is to THEM.. therefore, it's in the eye of the Beholder.

thats kinda rude. if someone is blind then that person will just imagine what the person looks like. or they might base the beauty on whats in the inside, not the outside.

no It means that everyone has there own thoughts on beauty. Think of somethging beautiful right now , if i came up and told you it was flat ugly thats my opinion. In my eyes it is not worth looking at. But i don't matter its what you think is beautiful in your eyes that count! :)
