By my definition of "cupboard", it could never become a room, because it is a very small closet with shelves, usually for dishes. A closet could become a room when you can actually walk into it and have floor space to move around and do things, as in a "walk in closet".

A cupboard becomes a room when it is habitable. i.e: a person can utilise the cupboard as a room by living in it, similiar to a tiny bedsit. There are some large cupboards around!

when you use the wood that the cupboard was made from to finish the room. :)
otherwise a cupboard will never be a room - even if you get rent for it or pay taxes on it.

I am a realtor and here we count a room as a bedroom if it has a door, a closet and a window. But you can have an inside room without a window that still counts as a bedroom.

Remove the shelving and/or cabinetry. You can then call it a room....storage room, closet.
Add some plumbing and call it a laundry. Add some exercise equipment and call it a gym or workout room.
