after booting with a floppy(win 98se) I can read the cd rom. What can I do to get it to boot off cd rom. Ralph

You must have a very old system that requires drivers for the cs-rom. Look on the floppy for the cd-rom drivers and copy them to your harddrive. Then you will have to edit your config.sys and autoexec files so your computer will load the drivers on bootup. Look at the autoexec.bat and config.sys files on the floppy to find what you have to add to the files on your hard drive.

Most modern PCs will allow booting from the CD if it is placed in a higher order in the BIOS boot list. It boots to the fir4st media found.
By default, it is floppy, hdd, CD, other.
You need to set it to Floppy, CD, hdd, other.

you are going to need to set your bios to boot from CD/dvd.
if you can't then you have to install DOS first, then your CD-Rom driver and then run setup from manually.

if you can read the CD already with the floppy then you just need to run set up manually from the CD.

unless your bios supports it booting from the CD is impossible.

or at least it used to be.
