You need to clarify "web host" Do you mean a dedicated system? or do you mean shared hosting. If you are getting an account on their box, it should be minutes. If it is a dedicated box it may take hours, for them to reload the os and reconfigure their firewalls. Godaddy can take up to 24 hours for the DNS servers to accept the new domain. If you are transferring a domain from another host for this new server it could take 72 hours for the dns server worldwide to acknowledge the domain name changes.
I know if I sign up for a new dot com name, configure my "dedicated server" to acknowledge it, I can have content accessible worldwide in under 10 minutes from signing up for the domain name.

Your website should be up and running right away. However, if you registered a new domaing name. It depends on how long it takes for the DNS registration to populate (i.e. go through with the Registrar). They usually say 2 days, however mine usually go through in 2 to 4 hours.

it variys from host to host will normally take from a few minuets to up to a day. but its the dns which takes the time, they say to allow up to 48 hours for this change to occour allthoough i have rarely seen a change take more than 3 hours.
