When you stall in answering a 'yes or no' question, aren't you really holding back a 'no' answer in your mind? I'm just curious.

I think it would be a bit harsh to say hesitation is negation...however, hesitation might mean the person has some unexpressed concerns that need to be talked over.

Yes and no...

Mostly not though.

The only way to determine that for certain though, is to somewhat know or understand the perpetual character of the person doing it. Otherwise it is not wise to assume... ever!

Sometimes, being a very chatty person, I often tend to give away more than I should. When it is important that I do not do that, and do not allow myself that luxury, I often hesitate to take the time to think about what I am doing or saying first and I would hate to have people thinking it is because I am being deceptive when that is not at all the reason.

Watch the assumptions!

No.

There aren't really so many issues in the world that you can say only yes or no.

Usually (if i think of my self here) when I hesitate because it could be 'yes' IF: bla bla bla. is no. and bla bla is yes. Then My answer could be yes. But otherwise no.

Hesitation means that there are more answers to the 'q' than 'y/n'

Hesitation is temporary. If is continues indefinitely it results in whatever the default is - which can be a yes or a no.

If you're referring to a formal test of some kind, then no answer means whatever the creator of the test says it is.

You are probably holding back a yes answer actually.
As in "Have you ever had an Homoerotic dream?" or "Have you ever masterbated?"
Those are questions everyone hesitates to answer, yet the answer is always yes.
