I think we can miss the concept of someone we never met. We miss famous and infamous people we never met because of the public work they've done, be it music, acting or politics. To personally miss them would take a real relationship with them, which most of us never have.

Do you mean you want to meet them? If you are missing someone in your life, e.g. a husband because you don't have one, but you want one, then I would say yes. You can miss someone who you feel is out there in the universe somewhere and you can't find them.
