Technically speaking, 2006.

The ball drops the length of the tower above 1 Times Square, but (and this can be verified by video playback) there is a 0.5 second delay between the ball completing it's drop and the 2007 sign lighting up. Therefore the ball finishes it's drop at 23:59:59.5 EST on New Year's Eve!

Slight Addenum if I may: Consulting my recordings of the 2007 ball drop, I'd like to post the timings as determined by a DVD recording. Between the time of 23:59 and 00:00, there are 25 frames of video images. The time between the ball completing it's drop and the 2007 sign being switched on is six, this means that there is a 0.25 second gap between the ball dropping and the lights being switched on. Therefore the ball drops at 23:59:59.75 on New Year's Eve 2006

Well, it's supposed to start out in 2006 and land in 2007, but one year it totally got stuck and the bugger came down a few seconds too late and totally screwed up poor Dick Clark's countdown.
