Wear liquid eyeliner or brush black/grey eyeshadow over black eyeliner. It's called the smokey-eye look.

I do this look every day so i just first put on my eyeshadow really doesn't matter what shade but for what you want silver and black.
After I'm done with that i just get out the liquid eyeliner make sure it has a thin brush if not then you won't get the look that you want. Put it right on the line of where your eyelash's are and then at the end out your eye to have a cat eye look push down and up. Then for the bottom just put on eyeliner like the way you would do everyday

Depending on how old your are; if you are older that 18, try getting a professional makeover. Most malls have these services, so does Mary Kay, Avon. There is a company call Sephora; try this one. They do a wonderful job on makeovers. It also helps if you have naturally brown eyes. If you simply cannot afford these suggestions; have a friend experiement; showing her the pictures you showed on here. To me it looks like they used a lot of eyeliner.

Its known as the smokey eye; It involves; black eyeliner on the top and bottome; different shades of dark shadows on the lid and crease and a good arched eyebrow, with highlighter underneath the brow. I know, i love this look too. Also good thickening mascara and/or false (dark) eyelashes.Good luck.

Do the smokey eye effect, but also wear some false eyelashes to enhance your eyes even more and look like the celebs. Nothing too dramatic, though.

Use only Pencil that smudge my fav (covergirl black/brwn) Ive used everything and this is the BEST. First use a dark color of shadow dark brown or black depends how drastic of a look you want. Once you smuged color from bottom of eye lid to your mid eye use a light creamy color and smudge all over the dark color. Than use the pencil from outer corner of your eye to the middle.

I believe the look you want is referred to as a "smokey eye". You can achieve that with eye shadow and eyeliner. There are many bookstores that carry books on how to achieve that look.
