The contractor who inspected says my whole roof needs replacement or second layer of roof required. The roof is not done right by the builder and shingles are worn out. How is it possible? Roof should last for 20 to 25 years. Do I need to check with the builder?

How old is the roof or house? Did you have anything in writing regarding warauntees on the structure? Have you connected with homeowners insurance policy holder? The contractor who states you need new or a roof over, is this the same contractor that built the house, or installed the roof in the first place? Where do you live (weather/temp conditions)

How old is your house? Was it just built?
There are times if you have had bad weather with high winds or hail that could wreck a roof.
If the roof is bad due to bad workmanship then the 1st builder will have to fix it.
As for the roof lasting 20 to 25 years It should but depends on the type of shingles used and there rating. what kind of warranty did you get with them?

if the house is over a year old then proably the builder would not be responsible.
it sounds like a workmanship problem right at the corner or side flashing on the dormer. it is usually the cut on the flashing was wrong at the corner and not caulked or "J" flashing on side has a hole.
20-30yr shingle depending on the climate conditions in your area only last 15-20yrs, but the manufactor still carries the balance of the warranty and it is prorated. get additional roofers to look and give evaluation on roofing materials, it they are agreed then u need to contact the manufactor for their evaluation, this takes about two - three wks for them to response. have the roofer u select do that leg work for u.

AGAIN I SAY NO OVERLAY. AN AVG TEAROFF OF A 40SQ ROOF COST BETWEEN 600 TO 1000 DOLLARS. THE COST OF A DOUBLE TEAROFF IS HIGHER AND ADDITIONAL DAMAGE TO DECKING, RAFTER, SHEETROCK ETC IS TWICE AS HIGH.

WHEN THEY REPAIR THE ABUTTING WALL AND CORNER OF DORMER, HAVE THEM USE 8X8" STEP FLASHING INSTEAD OF J METAL. AND CAULK THE CORNER WITH NP1 CAULKING, DO NOT USE ROOFING CEMENT. IT DOES NOT WORK, IT DOES NOT EXPAND AND CONTRACT LIKE FLEXIBLE CAULK.

Doesn't really matter on the age of the house or roof unless there are warranty issues. If there are, contact the appropriate person and move forward from there.

I would use a mastic as a temporary repair only to stop the leakage until further investigation can uncover the cause and entry of the leakage. I would also caution applying a second roof covering. Although this is common practice, with leakage, its always best to remove and replace. Good luck.

You have nothing to lose by trying a small roof patch at this point.

There is probably a nail allowing water to run down through the sheathing, and wet the drywall down. It's usually straight above the center of the area indicated by moisture.

You might know someone who you can pay for a three hour repair, and buy a pack of shingles, and a roll of tarpaper and some roofing nails.

Dormers have corners and leaks form. Likely the roof doesn't need replscement, but go up with asphalt cement and weld the shingles down to catch the place whetre the leak is.
