The milky buildup on your windows are calcium deposits. CLR, Limeaway, and even oven cleaner will work for small jobs. What I see you dealing with, though, is going to take some serious stuff. You'll have to do some checking around, but find someone willing to sell you Muratic Acid. This is serious stuff and will make the windows smoke when applied but will rapidly disolve those lime deposits. You may want to put a little vaseline on the window frames if they're metallic to keep them from corroding.
A word to the wise-once you get all those deposits off the windows the windows will be permanently etched and will begin the build up all over again only worse - so, after removing all the lime build up, go over the glass with Rainex or some other such product. That way you'll only have to do this once.

SOS pad works good for windows with stubborn stains.
Sudzy Amonia (not regular amonia) works good for regular maintenance.
As far as Inside of windows (cars, house windows etc.)
Next, I recommend Try this cleaning cloth (web site below) You have to buy in packages of 5 but they are only like $3 bucks a piece. I have ordered them and use them on every car I detail, especially cleaning windows and clean mirrors and after waxing a car I will take this cloth and wipe the entire automobile down for a streak free finish.. They are made out of tiny fibers. They are guaranteed not to scratch and all you do is rinse the cloth under water, wring it out and wipe virtually any surface with no streaks or scratch. Use em over and over. I have not thrown one away yet!
I am sold on this ...I encourage you to try it out.

The gray on the outside of your windows is oxidation, I'm assuming have old windows. We bought an old farm house and you could barely see out the windows,I used oven cleaner it works great just spray and wait about 30 minutes and rinse with a hose and its gone.

The best way to clean windows no matter how dirty the good old detergent nice & soapy a good brand do it with clean old towel then just wipe off with another clean towell you don't have to rinse if very dirty you may have to do it a few times
