How do you get into the dragon den on pokemon crystal version because that man won't let me in?

You have to beat Clair in the Blackthrone gym first. Then she'll refuse to give you a badge until you get the dragon fang. Enter then and get the dragon fang and you'll be rewarded with the badge.
