It depends, but generally plastique (Semtex). It is very stable, extremely malleable, and for it's weight, tremendously powerful.
A shaped charge is called thusly for it's shaped shell, which projects the explosion in a predicted or limited area. These can be of pretty much any durable material, but is generally plastic. i.e. the U.S. military's Claymore anti-personnel mine.
