I suspect the floor is unlevel. You may need to level with leveling compound. Then use the block method described by the other answers.

If everything, including gentle tapping with a wood block, fails to get them to lock in place, I'd question the quality of the tiles. Who made and sold them? Normally, it shouldn't take more than a few light hammer taps on a wood block to make them fit. But every now and then, a bad batch does come out. Or, they could be from different batches, and slightly different measurements. Were all pieces purchased at the same time, and from the same dealer? Those are some things worth considering here.

Like the other post's said, they'll need to use a tapping block. The longer and harder the material the better. A 2x4 will work for a while but will crack more then it will set. a 3/4 " piece of hardwood or steel wood be better, and gentle taps won't do it. You'll have to use solid strikes preferably with a 3lb mallet or at least a 32oz deadblow hammer.

Patience. Laminate flooring is one of the easiest DIY projects. Follow the directions, if they still will not lock, use a small block of wood and gently tap the seams together. Be careful as you can easily damage the seams. Good luck.

The best bet is to buy the laminate flooring kit at Home Depot or Lowe's. The block has grooves so you won't break the laminate when you hit it.
