Although Bertram Fletcher Robinson did contribute some ideas, which Conan Doyle gave him credit for, I believe that the book was written by Conan Doyle.
Why? To start with, it's in the same style as other Sherlock Holmes stories. Also, Doyle actually credited Robinson. If some kind of pretense were involved, mentioning his name would call attention to it. Finally, if it was actually written by Robinson, that would have come out during Doyle's lifetime.
