You need a two pole 20 amp breaker with # 12 wire. This sounds like I'm over sizing the circuit, but an electric motor pulls a lot of power for a short time on start up.

Both answers are OK but I would use the 10/3 if the distance from the panel to the compressor is very far. This will also permit you at a future date to add a larger comp. or motor and all you will have to change is the breaker.
