I bought some landscape lights similar to

http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=230071296786

It says "UL Listed for Temporary Outdoor use" . Well, what does this mean ? Its unsafe to use it for an extended period of time (more than a few months ?) want these to be a permanant fixture in my lawn. Is this possible with this rating?

It's listed as temporary because it's cord plug. That simply means it plugs into a wall outlet. Permanent devices are run with regular wire that has fixed connections like the lights in your garage. When these lights were submitted for UL testing they were submitted under a category of temporary device, a much easier level to pass. You can leave these out as long as you wish. The cord end may deteriorate after a few years. If you want to do a good job of landscape lighting without calling in the pros. I'd go down to the local hardware store and get a set of solar powered lights.

I have not gone to the website so I've no idea what these lights are specifically. If these are powered from the house via an extension cord, then they probably will not stand up to a severe change of season, such as dry to rainy or summer to winter. Go to the Underwriter's Laboratory web-site and see if the answer is posted in the FAQ's or ask under contact us.

The temporary use listing comes into play when you have lighting that can be plug in and unplugged They are not permanent thus the " temporary use " listing.
As far as using permanently in you lawn that would be fine as long as you keep the plug in end dry.

UL= Underwriter's Laboratory. They are recommending what you said, not to use the cord or lights for an extended period of time.

That means just that I wouldn't use them permanently because they are on the Christmas type use and are nit insulated as well as permanent rating what you have is a cheaper version.

You can buy low voltage lights quite reasonably, they are very easy to install, no electrician needed. You can also set them to go on a dusk and off at dawn. They also use very little power/
