Manganese is a chemical element, and can be a powerful oxidizing agent when it is +7 (meaning it can lose--donate--- electrons).
Therefore it can be considered a Lewis Base, since Lewis bases are electron pair donors.

Manganese is a metal. As a metal it is neutral. Metal oxides react with water to produce bases. MnO2 is not soluble in H2O however.

manganese(Mn) is an element, that is, it is naturally occuring and has not reacted with another substance.....acids(eg. HCl) and bases (eg. NaOH) on the other hand are compounds because they are formed from elements coming together..... try not to confuse elements with compounds
