Click on tools on top of your tool bar, go to "pop up controls" and click "enable/disable" popup blocker

If you are using the latest version of IE (if not you should download it anyway)...go to Tools in the far right corner of the browser, click on the menu, there is a Turn Off Pop-Up Blocker feature you can click on, as well as a Pop-Up Blocker Settings feature. If you are using Firefox, there is usually a sort of blank looking bar across the upper portion of your browser and it will say something like...Firefox has blocked a pop-up for this page. You can click in that bar and you will get a sub-menu, giving you the option to allow a pop-up for that page, etc. Hope this helps.
