I have never run anything but XP pro on my primary machine, and have always used and operate a capture card.
It's a misnomer that "Media Edition" is required, in fact I have found that "Media Edition" tends to conflict with manufacturer drivers that ship with cards and cause a slew of issues, including (but not limited to) increased delay in capture, remote control software erros, and capture storage issues.
Not only do most cards ship with TV tuner software but there are a slew of free tuner softwares out there for download.
Most advanced editors such as Pinnacle, Ulead, and Sony Vegas include capture applications as well.
I'd love to suggest which one will work the best but often it's dependant on the card. For example Pinnacle will disable the TV function in ATI MEdia Center software.
So you will need to experiment to find the solution that works the best for your brand.
The most compatible capture device model I have found to date is Hauppauge.

I once installed Win Vista . and then all sound card, Web cam, Tv tuner, video card ...and many softwares do not work properly. I now go back to Win XP SP2 and happy with it. Save Win Vista until more drivers , and softwares supported.

I run Windows XP Pro SP2 and have a Hauppage TV card installed and working. Maybe it's your TV card that REQUIRES Windows MCE? If so, maybe you can exchange it for one that requires Windows XP?

Windows xp is fine for that you need soft ware to run it.
it should be on the CD that came with the tuner. I am using soft ware called Inervideo to run mine and it woks fine.
