So if the application is due Dec.15th, and I'm not applying for enterance scholarships or any other kind of scholarship/grant, how early do I need to submit my application? Do they really care if you submit it early or do they assess all applications that arrived by Dec.15th equally?

You must submit your application by the deadline specified.

None of the applications will be reviewed until all are in. Early submission does not make a difference. All applications are placed in files until it is time for the committee to meet.

One note: All applications will be considered for merit-based aid. There is no special procedure for this. Need-based aid (FAFSA and other grant programs) must be specifically applied for.

No two graduate programs are alike - but usually a deadline means that your application must be postmarked by the due date. Whatever date the school gives. I would suggest you contact the school(s) you are interested in for more information.

Good Luck!!!

Every school is different. I think the early admissions thing is becoming a controversy for undergrad programs but I'm not sure about grad programs. The best thing to do would be to ask each school.
