It was in the early 1970's and the main reason they made it a public holiday was because most people just took the day off. I will guess it was about 1971 .

Boxing Day and New Years day both become Public Holidays in 1971, supposedly because so many people were still too drunk to work on those days anyway.

It was in the early seventies, I remember as I used to go straight from the party's to work, not a good idea, as I used to drive myself there, that was well before the Nanny State took over! and wrapped us all in cotton wool, still--- I'm here to tell the tale!

I do believe a bank holiday was established to begin New Year's 1972.
