Try Mr. Clean magic eraser.

Don't use any cleaners on a smooth top- it will hurt the surface.

Try taking a razor blade and scrapping off as much of it as you
can. Then use cerema bright! They make a little yellow scrub pad and a wax. Put on the creme and use the pad to rub it all over the surface. When the surface it covered let it dry for 5-10 minutes. Use paper towels to wipe off the excess.
It shines your stove up just like it is new. I use it on my stove once every other week and it keeps it wonderful. I think you have to get it from somewhere that sells the flat top stoves, I got mine at Lowe's.

If that doesn't work call an appliance store and ask. If you ruin your top it is very expensive to replace, and I know that some cleaners will ruin it.

Mr. Clean Magic Eraser. If your stove is white I have heard to use toothpaste ( just apply directly to the burn marks and I've also heard to use ivory soap just apply gently to the burns) Ihave tried mr. clean I haven't tried the other two, hope this works.

try lemon juice / vinegar & cream of tartar - scrub paste!
