And he should be referred to as "President Bush", not Mr. Bush.

The countries don't need to ask just America.. Bush isn't king of our country but just a temp ruler. Anyhow they have to ask the United Nations committe if they can have nuclear weapons. I'm not too sure who is the head hancho in the U.N. but I know Bush is thrid from the top since he is the leader of a powerful country.
