when cartman's standing in front of the mirror dressed up like hitler and he starts babbling in german...is he actually saying anything?

Unfortunately he is speaking quite correct German and is saying some horrible things. Rauchen das Juden, this is from my memory from watching this episode a few times, translates to Burn the Jews.
So....he is not simply babbling....he is , true to Southpark best form, saying outrageous things in German.
