Cause you are on the cable and NTL doesn't rent out it's cable to other suppliers? BT does.
I'm with Toucan and they run their system on BT lines. I know cable and Wireless has bought a local exchange and i doubt that those with them as a landline can use a service provider other than the Cable and Wireless one.

Most companies require a BT line as they use BT exchanges to install the necessary switches in the exchange where all your internet traffic would be directed. BT controls most local telephone exchanges at the minute and this is the start of where your internet connection is diverted via an internet providers switch to their servers. In some areas their are other companies that will offer you their own telephone packages as they have upgraded BT exchanges to allow them to redirect traffic to themselves. Depending on which area you live in you may or may not have access to these. Its usually the main cities that have access to this. Talk Talk are an example of one of the companies at the minute doing this although from all accounts I wouldnt recommend them.

Cos you need a bit of wire going into your house and only ntl and BT can provide them.

you can use another companies line, i am not on bt but still have internet.
you could get internet by sattelite but this is expensive and slow.
