Using the Euro and being in the European Union is not the same. To use the Euro the country must belong to the Euro-zone. At this time only 12 European countries use the Euro

Levs...it is going to be a while they start using the euro.Your best bet is to exchange your money there,at an exchange rate place,not at the airport.They are everywhere.Most of them do not have any commissions.They just use the official exchange rate of the day.I was there in June and it was $1--1.46 levs...of course that changes on a daily basis. Only once a multitude of problems are addressed , corruption is the biggest hurdle for Bulgaria , for Turkey human rights is one of theirs , it will be a long time , remember some of these countries are only out of forced communism under a decade , its a growing world for them :O)
