You have to start with the easy stuff, fuses and that kind of thing. If all that is good, get under the hood with a test light with the ignition switch on, the fan switch in high, and the controls set to defrost. Close to the AC and heater motor area, I am assuming this car has AC, there is a relay and a blower controller of some type. Test for power into the relay and controller, these will be the red wires. There should always be power on these with the ignition on. If there is no power, trace back to a couple of bulk connectors, one should be close to the AC compressor and there might be another behind the cylinder head. These had a tendency to corrode badly. If this is the case, repair and recheck. If not, check the ground side of the circuit the same way but with the test light connected to power. If all this is good and still no fan speed, you will have to check the relay switch input. Either test with a test light at the brown wire to the relay, I'm unsure of the color here. This should have power on when any fan speed is selected. If all is good here, you probably have a relay or a blower controller malfunction. To be sure, test all circuits thoroughly and if things are confusing, try to test another similar cars blower that works. Hope that helps.
